| THE New Year marks India’s historic Moon Mission-the launching of the Chandrayana series of lunar missions. The exact date may change but most probably it would be April 2008. Indians have still not awakened to the importance of this giant leap by a country which was once written off by the western nations as a basket case. Despite many odds and denial of critical technologies Indian space scientists and engineers surmounted the hurdles and brought India to a position from where big space missions would be possible. If the Chandrayana-1 mission succeeds then there would be a global applause for India’s arrival on international platform as a space giant. The whole nation must rise to the occasion to celebrate the launching of Chandrayana-1.
The Moon holds a special place in India’s cultural ethos, literature, music, folklore, scriptures and mythology. This is also true for other advanced Asian giants-China and Japan. India would be joining the select club of nations like USA, Russia, Japan which have explored Earth’s only and much adored satellite. About origin of Moon there are new theories but detail evidence is still lacking. There is some hope that Moon would be habitable if the ice in the deep craters could be utilized to generate Oxygen.
There is now certainty that NASA would set up a lunar base. Even then there is still poor knowledge about the moon among the Indians. NASA’s World Wind Moon software is easily installable and would give every Indian a glimpse of Moon’s cartography in three dimensions. Credit goes to the visionary ex-PM Shri Atal Bihari Bajpayee who encouraged the ISRO scientists to think and dream big. Actually it is a relatively cheaper mission with just Rs 400 crore.
The name Chandrayana-1 could have also been inspired by his poetic spirit. In Sanskrit there are many synonyms for the Moon. But the common one is “Chandra”. And “Yana” means-a vehicle. The Chandrayana orbiting satellite will weigh 1304 kg and carry high resolution remote sensing equipment for visible, near infrared, soft and hard X-ray frequencies. The mission would continue for more than two-years. It would survey the lunar surface to produce a complete map of its chemical characteristics and 3-dimensional topography. The Polar regions would be explored for water ice. Chandrayana-1 mission objectives are “to carry out high resolution mapping of topographic features in 3D, distribution of various minerals and elemental chemical species including radioactive nuclides covering the entire lunar surface using a set of remote sensing payloads. The new set of data would help in unravelling mysteries about the origin and evolution of solar system in general and that of the moon in particular.”
Besides one of the goal of the mission is “to realize harnessing the science payloads, lunar craft and the launch vehicle with suitable ground support system including DSN station, integration and testing, launching and achieving lunar orbit of ~100 km, in-orbit operation of experiments, communication/telecommand, telemetry data reception, quick look data and archival for scientific utilization by identified group of scientists”.
Once inserted in a lunar orbit what Chandrayana -1 would do? It would obtain high resolution mineralogical and chemical images of permanently shadowed north and south polar regions. It would search for surface or sub-surface water-ice on the moon, specially at lunar pole. It would identify chemical end members of lunar high land rocks. It would study the chemical stratigraphy of lunar crust by remote sensing of central upland of large lunar craters, South Pole Aitken Region (SPAR) etc, where interior material may be expected. It would map the height variation of the lunar surface features along the satellite track. It would observe X-ray spectrum greater than 10 keV. And most important would be its stereographic coverage of the moon’s surface with 5 m resolution. This would provide new insights in understanding the moon’s origin and evolution. To perform all these operations the satellite would carry a scientific payload of 90 kg. This contains six Indian instruments and six foreign instruments. The Terrain Mapping Camera (TMC) has 5 meter resolution and a 40 km swath in the panchromatic band. It would produce a high-resolution map of the Moon. The Hyper Spectral Imager (HySI) will perform mineralogical mapping in the 400-900 nm band with a spectral resolution of 15 nm and a spatial resolution of 80 m. The Lunar Laser Ranging Instrument (LLRI) will determine the surface topography. Moon does not have any atmosphere so it is continuously bombarded by Solar flux.To detect solar flux in the 1–10 keV range the satellite is equipped with X-ray fluorescence spectrometer C1XS and a Solar X-ray Monitor (XSM). C1XS will be also used to map the abundance of Mg, Al, Si, Ca, Ti, and Fe at the surface and the XSM will monitor the solar flux. Lunar radioactivity would be measure by A High Energy X-ray/gamma ray spectrometer (HEX). ISRO has developed a Moon Impact probe(MIP) which is a small satellite to impact on the moon. MIP carries three more instruments namely, a high resolution mass spectrometer, an S-Band altimeter and a video camera.
International participants have included payloads like the Sub-keV Atom Reflecting Analyzer (SARA) from ESA which will map composition using low energy neutral atoms sputtered from the surface. Brown University and JPL have supplied the Moon Minerology Mapper. Max Planck Institute for Solar System Research, Polish Academy of Science and University of Bergen have sent a near infrared spectrometer (SIR-2) which will also map the mineral composition using an infrared grating spectrometer.
A small east European nation Bulgraia has sent Radiation Dose Monitor (RADOM-7) to map the radiation environment around the moon. If Chandrayana -1 succeeds then Chandrayana-2 would follow in 2010 or 2011. It would carry a land rover. The success or failure of Chandrayana-1 does not depend on any auspicious time but a number of highly complex technological factors related to orbital maneuvers. The most complex would be lunar insertion manoeuvres.
But nothing is now impossible for India which developed its’ own supercomputers, hydrogen bomb and cryogenic engines. We must have strong faith in ISRO community and wish them success in 2008 to realize our dreams of making India a space superpower of this century. Watch out for the countdown this year.

United Nations, Feb 15 (PTI) Top-ranked Russian tennis player Maria Sharapova has been named a goodwill ambassador for the United Nations Development Programme.
Her work for the UN poverty-fighting agency will have a special focus on helping the areas affected by 1986 Chernobyl nuclear disaster.
“One of my proudest contracts ever,” Sharapova said after signing on for a symbolic one dollar salary at a brief ceremony at the UN Headquarters here yesterday.
Sharapova announced that she and her newly created private foundation would donate 100,000 dollars to eight UNDP projects in Belarus, Russia and Ukraine that try to assist those areas still reeling under the impact of the Chernobyl accident.
The projects aim to restore hospitals and sports facilities, improve access to computers, and promote ecological awareness across the three countries.
“I was just briefed on Chernobyl effects and how I will be involved with it, and I’m just so excited to be a part of this process. I can’t wait. I can’t wait to help with everything I can,” she told reporters.
The 19-year-old, winner of two Grand Slam titles and currently ranked number one in the world, has a personal connection to Chernobyl. PTI

Washington, Jan 28 (PTI) Thousands of protestors, including Hollywood stars and civil rights leaders, came out on to the streets here opposing the war in Iraq ahead of a crucial debate and vote in the US Senate on the issue.
The protestors, roughly estimated around 100,000, were addressed by several Hollywood stars, leaders of the civil rights movement and Congressmen critical of the manner in which President George w. Bush took America into the war in Iraq and the decision to send an additional 21,000 plus troops to the troubled country.
“Thank you so much for the courage to stand up against this mean-spirited, vengeful administration. Your ongoing commitment to ending this war allows people in other parts of the world to remain hopeful that America has the stuff to become again a country that they can love and respect,” said actress Jane Fonda, a key Vietnam war era protestor.
“Silence is no longer an option,” the 69-year old actress said to cheers The event, sponsored by the umbrella group ‘United For Peace and Justice’, started with a rally yesterday on the Mall and later marching towards the Capitol Hill.
“George Bush has a habit of firing military leaders who tell him the Iraq war is failing. He can’t fire you. He can’t fire us. But we can fire him,” remarked senior House Democrat John Conyers, one of the speakers at the event with California Democrat Lynn Woolsey making the point that Bush’s request for additional troops is a waste of taxpayers money. Islamabad, Jan 7 (PTI) India and Pakistan are likely to sign four agreements aimed at building confidence during External Affairs Minister Pranab Mukherjee’s first visit here next week.
The two countries could sign an agreement on “reducing the risk of nuclear accidents or unauthorised use of nuclear weapons” which had been finalised and initialled by the officials of the two foreign ministries. The two sides had finalised the agreement during the foreign secretary-level talks in Delhi in November last year.
Other agreements that are on the cards relate to revised visa regime, speedy repatriation of inadvertent border-crossers and quarterly flag meetings between sector commanders at the Line of Control, local daily ‘Dawn’ quoted Pakistani officials as saying.
The officials were also hopeful that during Mukherjee’s meeting with Kasuri, detailed discussions would be held on the various proposals for a settlement of Kashmir issue and narrow down differences on the pull out of troops from Siachen.
In addition to the listed items of the composite dialogue process the two ministers were likely to discuss trade, trans-Kashmir truck service, terrorism, issue of prisoners and re-opening of consulates in Mumbai and Karachi would also figure in the discussions, the Pakistan officials said.
The Pakistan Foreign Office was also hopeful that Mukherjee would indicate dates for Singh’s visit which Pakistan believes would be a major confidence-building measure. PTI

New Delhi, Dec 21 (PTI) Seeking to reassure India that the US will not shift goalposts on the civil nuclear deal, President George W Bush today spoke to Prime Minister Manmohan Singh who said India still has “some concerns” but both the leaders hoped these would be addressed in the next stage of negotiations.
During the telephonic conversation, Singh told the President that “India still has some concerns, though many have been addressed” in Bush’s signing statement, PM’s Media Adviser Sanjaya Baru said.
“Both leaders expressed the hope that remaining concerns will be addressed in the next stage of negotiation”, he said.
The telephonic call from Bush came two days after he made it clear that the legislation he signed on Monday did not mean he endorsed all its contents and that he considered certain portions like seeking to restrict fissile material production and transfers of enrichment technology as merely “advisory”.
Both Bush and Singh expressed happiness at the “strengthening” of the bilateral relations highlighted in the US President’s initiative to amend American laws to enable bilateral civil nuclear cooperation, which received strong bipartisan support in the US Congress.
With Christmas and New Year round the corner, the Prime Minister conveyed the season’s greetings to the President and Mrs Bush.
Ending India’s 30-year-old nuclear isolation, Bush on Monday last signed the Henry J Hyde India-US Peaceful Energy Act allowing civilian nuclear trade with New Delhi, saying the step would make the world safer. PTI

Making it clear that “nuclear swaraj” will be maintained, Prime Minister Manmohan Singh today acknowledged that the US law on civil nuclear deal contained “areas of concern” on which “clarifications” would be sought from Washington during further talks which are going to be “difficult”.
In a spirited intervention, Singh dismissed opposition’s charge that India would become a “client” State of the US if the new American legislation on the deal was accepted.
Nothing will be done that will “dilute, compromise or cast any shadow” on the independence of the country’s foreign policy, he said, asking Leader of the Opposition L K Advani not to “worry about India losing its nuclear swaraj (independence).” He, however, noted that outcomes of international negotiations were “not entirely predictable nor always under our control but compromises, if any, cannot violate basic principles.” The Prime Minister, however, candidly admitted that there were “areas” in the bill which “continue to be cause for concern to us” and that these will have to be discussed with the US during negotiations on 123 Agreement, which will operationalise the deal.
“Clearly, difficult negotiations lie ahead,” he said but emphasised that while going ahead with the process, vital national interests will not be compromised.
India and the US have to work out a bilateral agreement known as 123 Agreement to implement the understanding reached on July 18, 2005 and in the March two, 2006 Separation Plan.

Bhopal, Dec 17 (PTI) Alleging the Indo-US nuclear deal will jeopardise the country’s nuclear programme, the BJP today said if it was accepted in its current form, the party will nullify the agreement when it comes to power at the Centre.
“We (BJP) are against the nuclear treaty in current form. When BJP comes to power at the Centre, we will nullify it,” senior leader Murli Manohar Joshi told reporters here.
Alleging that Indian scientists were not invited for discussions before the final draft of the legislation was prepared, he said “normal bureaucrats” will not be able to understand intricacies in the legislation passed by the US Congress.
The Prime Minister should address concerns expressed by scientists before moving ahead with it, he demanded.
The US bill does not address energy needs of India. There is no guarantee of perpetual supply of nuclear fuel in the reactors imported from the US or elsewhere, he claimed.
“You will become dependent on the US and it can stop the supply whenever it wants.” The treaty will also invite in-depth scrutiny by the IAEA and US agencies, he claimed. “Under the garb of scrutiny, Indian nuclear programme, including pioneering research carried out in the field of thorium technology, will have to be disclosed to the US.” Claiming that the US has equated India and Pakistan at all levels under the treaty, he said, “How can you describe India as a responsible state and equate it with an irresponsible rogue nation?” PTI .
